Tax Abatement and Tax Increment Funding

The City of Mount Pleasant offers several incentive programs for new and expanding businesses. Tax abatement packages are available when new construction or significant remodeling projects are undertaken. Tax increment financing districts are also used when appropriate. Decisions regarding business incentives are made on a project-by-project basis. Please contact City Administrator Brent Schleisman at 319.385.1470 for more information.

Southeast Iowa Regional Revolving Loan Fund

The Southeast Iowa Regional Revolving Loan Fund was established by Henry, Des Moines, Lee, and Louisa Counties to provide financial assistance to new and expanding businesses in Southeast Iowa. The pool provides loans of up to $125,000 with interest rates of 4.0%-6.75% and terms of 5-7 years depending on project details. Loans provide gap financing for companies that already have a primary lender and need additional assistance. The Henry County Revolving Loan Fund was established by Henry County to provide financial assistance to new and expanding businesses in Henry County. Loans provide gap financing for companies that already have a primary lender and need additional assistance. Henry County Entrepreneurs Award, Sponsored by Alaniz, LLC

The Henry County Entrepreneur Award sponsored by Alaniz provides seed capital grants of $1,000-$7,000 to entrepreneurs interested in starting new businesses in Henry County, and/or who have recently opened businesses and are wishing to expand. Exterior Improvement Grant, Downtown Mount Pleasant

The Downtown Mount Pleasant Exterior Improvement Grant was started by Main Street Mount Pleasant in 2003 to encourage property owners in Mount Pleasant's historic downtown district to do exterior renovations on their properties. The EIG program, funded by the City of Mount Pleasant, offers up to $5000 in matching funds for projects that will improve the appearance of the downtown. Eligible projects include: new signs, new awnings, period lighting, new paint, removal/replacement of inappropriate elements, etc. Applications are usually accepted each year in March.
